@haifeng_huang raised some interesting points: China and Russia have very different goals, thus adopting different approaches—China's more about self-defense, Russia's more about actively going out.Show this thread
The question then goes—why would China keep the approach knowing it doesn't work? The propaganda authorities might want to please their higher-ups, who might not care/understand so much about the effectiveness. A similar approach works within the GFW anyways.
