Not sure it was that linear necessarily. Cabs were expensive, quality and service very poor and ignored much of the city for years. Not to mention getting around quickly on Muni, the butt of jokes for generations & the city still has the medallion money, the drivers: didly squat.

The Prop K taxi medallion system was a political Gordian knot, a dumpster fire. Any change would screw more people than it benefited.
