Daly cleaned up the messes made by Jordan and Brown. Fewer's husband is retired SFPD. The Feinstein, Burton, Pelosi, Brown machine is what has run the City with an iron fist for 40 years.

There are different sects and factions. One faction is historically dominant, the other submissive. Adachi flipped the script and was both more powerful and more hated by the dominant faction.
