Pat Brown, later governor of CA, ran for DA of SF in 1943. During his campaign he wrote: "The District Attorney's office has more to do with the unhappiness of people than any other office. . . .[i]t should be handled by a person who is really interested in the welfare of others"

In his inaugural speech in Jan. 1944 Brown said: "The prosecutor must not become the persecutor, seeking vindictive punishment and exulting in its infliction. It is most emphatically not a part of San Francisco's tradition, it will have no place in the DA's office in this city."

What we really need are universal mental health services so that well off residents who are facing stress don't transfer their anxieties onto weaker, in this case, homeless, people.
