    Contrary fact: The 2015 AFFH Rule is on the internet, you can read it, and there's simply no enforcement language. The "but it woulda been used to force desegregation/social engineering" is wishful/paranoid thinking. What it did was *study* segregation.

    MYTH 1: AFFH was a major tool for fighting segregation. This is simply not true - there's not a single court case, consent order, or substantive local policy that resulted in its 18-month effectual period (12 of those months under Carson).
