Incels are trying to solve a problem that doesn't exist. There is already a way to redistribute sex when you can't pony up the assets to close the deal (so to speak). It's called prositution. Markets already figured this one out boys.

Other analysts have also pointed out that sex workers shouldn't be expected to serve as cannon fodder for misogyny; incel anger is not simply about access to sexual experience but the sense that they are owed another person's desire. It's… tangly and terrifying.

I admit I can't make myself click through the article, but I've seen 2 or 3 takes on how to appease the incels, and the title suggests this is another. (No they don't word it that way, but I do). They all disturb me.

Douthat is less concerned with appeasing them than PWNING THE LIBS. He seems to see Incels as the inevitable consequence of sexual liberation, because sexual liberation cheapens a valuable thing and distorts its use. Naturally, 'agency' has no role in his or their thinking.
