The Sister Souljah moment was important for Clinton (read further in Dan's thread) because in the 1988 race Bush had successfully tied Dukakis to left-wing policies on race and crime. Clinton was making a definitive break with that, but Biden doesn't have to do that.

But I do agree that Biden should pressure the mayors and governors who allow this violence to fester. And I don't think he is done enough. But from a practical political standpoint, he doesn't have to.
