Drugstores like CVS and Walgreens have a variety of good products that aren’t budget-busting. ELF has a lot of good quality cheap brushes and palettes she’d get lots of use out of!

Colorful eye palettes are great, I love Morphe. A good set of eye brushes are extremely handy, too. If she wants to do more fantasy or special effects / costume makeup, Ben Nye is awesome for that. You can also look into monthly subscription boxes like Boxycharm, etc, too!

I'd check out @ColouredRaine then. A lot of fun palettes and colours to play with (especially at that age where you seem to do your most exciting makeup/fashion decisions)! Hope you find something great for her. :)

I would start with a @ColourPopCo palette (maybe even a couple items, cause they’re super affordable). Thankfully they have a whole range of items in all different shades too, so maybe a darker palette and then something light? If you need specific suggestions, let me know!
