On the quests for Ranks 10 and 11, you now only need four Torn Pages. They previously required six and eight pages, respectively.
@WarcraftDevs I noticed when I accepted my new cloak upgrade quest today on an alt that it still requires 4 pages, should I wait to run my visions to take advantage of the reduced requirement to complete the quest?
