The article never asks the question of whether less visibility paired with as great or greater policy gains is likely in Dem politics.
I think back to Bill Clinton signing DOMA- less vocal support of LGBT rights came with policy betrayals on an epic scale, and I'm skeptical.

For the quiet but effective policy strat to work, you need leaders who truly share your policy goals. The Dems have never been that.
