Not a long history of mertrocary in the world. Could be most effective meritrocacy and still be ineffective, temporary.

The claim was most effective meritocracy ever. As a guy who did half a PhD you want to defend most effective, ever?

My claim was that it could be the most effective ever and still be pretty ineffective.
