The weird thing is that the reporting going around is just that she's offering $500k for the safe return of her dogs, nothing nefarious, but it's not like anyone else can claim the reward.
Yeah, and adding no questions asked is pretty like a billboard saying "seriously I do not care that you shot a human"

That's bad enough, but I think it can go even further than that with some premeditation. You can probably use it as cover for paying out a hit. Not saying that's what happened here, but it could be done. Most people wouldn't even think about it.
