Here's a free idea for the Biden team: Why not cancel all debt to community colleges and state colleges and universities? That way we can be 100 percent certain not a single dollar goes to the Ivies and their grads, without any arbitrary dollar amount caps.

The schools don’t hold the debt though—owners are private lenders or the US Department of Education, I think the best they could do is forgive DoEd loans

Yeah, my phrasing was a little off- but I think the point stands. If they don't want to forgive any rich kid debt, forgiving all debt to community colleges and state schools would do that.
