If you see a story with the words "proposed" in front of the word "bill" or "legislation" it's useful to know what that's code for. A piece of proposed legislation is one that a single legislator (usually a member of a State's House or Senate) has proposed.

If the proposed legislation sounds particularly wacky, extreme, or offensive, the likelihood is that it was proposed solely for the public response and has no chance of passing.

That doesn't mean it's not worth watching. It may be a sign of where extremism is heading, the legislator may be particularly dangerous if their career advances, and this sort of bill may be passed in the future. But it is probably not going to become law in the short term.
