One thing to note, for folks outside the US, is that "proposed legislation" means that one legislator somewhere has proposed it. At the site I write for, Slate, we don't cover these proposed legislation stories bc they're usually publicity grabs with no chance of passing.

There's absolutely a place for following these, and the legislators that make these sorts of proposals, but for the most part there's no risk of it actually becoming law in the short term.

But haven't they don't something similar in Mississippi and it has passed into law?

I'd have to check on Mississipi- I know the bans on trans people in sports, including in Mississippi, are very real, it's just the genitalia inspection that I believe is a proposed bill in GA which will likely go nowhere.
