If you want to protect girls you need to protect them from their fathers, cousins, uncles, and brothers. If you want to protect women you need to protect them from their boyfriends, husbands, first dates, and male friends.
Public restrooms are not a particularly vulnerable place for women. Private homes are. It's uncomfortable to acknowledge. It's divisive. It's much harder to come up with policies that protect women from real rape, rather than rape hysteria. But that's the work.
Women relatives too, though. The first person who CSAed me was a woman.
