Whoa, never thought of it that way, but it's true. Starfleet is just one of several competing interests in DS9, and not uniformly the most sympathetic. Several mainstream characters are not just outside Starfleet, but sometimes critical of it.
Yeah. I’d argue even Voyager is more Starfleet centric because Janeway insists on maintaining protocol and even the plots involving Maquis dissent are about that.
