Like I'm trans and I wish I could have worn boys clothes but I feel like the child should make the decision to wear what they want. If they want to wear a dress, let them but he's still not talking and is almost 3.

Non-verbal doesn't mean non-communicative. Is he crying, screaming, trying to take the dress off? If he's not indicating discomfort or unhappiness about it then I don't see anything wrong- it's just fabric.
