“Troubled” children need more patience, understanding, and love. Not harsher punishments & stricter rules. Many children are abused in foster care. Social science has shown, on average, kids DO NOT do better in permanent foster/adoptive homes than when returned to their families.

And never forget, MANY children in the foster system are LGBTQ. The Christian church networks that encourage fostering set queer youth up to be further abused, or leave them languishing in group homes (its own form of abuse and neglect at the hands of the state).
