No American president since Nixon has acquiesced to limits on their ability to use military force when they wanted to use it. Seems doubtful Trump, who has little regard for legal limits on his authority, would have immediately called off the strike if the NDAA had been amended.

Presidents always argue they are using their “inherent” commander in chief powers to defend the country, and the courts always say such questions are non-justicable. Some of you know better.

Our current congress can't even enforce it's subpoena power, so probably not about to limit presidential use of force.
