If someone is playing by Malcom in the Middle rules, getting their buddy to look at the OK sign and punching him in the arm, that is "the circle game" without any element of white supremacy. But, we know the sense they're using here isn't that.
The circle game is a game of "made you look". When it is applied to media coverage of a person making the OK sign, they "made us look" by posing as white supremacists and convincing us that the OK sign is a symbol of white supremacy.https://twitter.com/DavidAFrench/status/1208093292530941957 …

Here, "playing the circle game" is synonymous with "intentionally associating w/ white supremacy, laughing when the association is made, then denying it". That's the circle game as played through the media. It's not different from the white supremacy thing, it's the same.

We know this bc it's a game of "made you look." Why would we look? Only if we thought it was a symbol of white supremacy. Unless they expected to be accused of being white supremacists then laugh at us and deny it, there was no circle game. No reason for us to have looked.
