It sounds bad- a girl in the probation system for something small years ago, and is just perpetually being violated back for short stays over her marijuana use. Foster mom understands the problem is the system being too harsh, but has very little power.
A foster parent in an online group I’m in asked about getting a medical marijuana card for a teen who keeps failing pee tests & going to juvie, and I stopped myself just before offering advice on how to trick pee tests.
