That's the issue. Identifying as a different gender isn't a disorder, but the dysphoria that often accompanies it is.
"a symptom of dysfunction in the indivudal" is the key phrase there (from a 2013 POV, but also a modern one for many, many folks.

A psychiatrist or psychologist in 2013 could very easily say- this person is experiencing impairment because of their cross-dressing behavior, a symptom of their GID. This is a perfectly valid way of interpreting the DSM-IV criteria.
