Family reunification is recommended whenever possible because children do better with their parents than in permanent foster or adoptive homes.

I understand as well as anyone the impulse that would lead someone to foster or adopt a child who isn't your own. But, these children have parents. They will not be better off with you. They need to be with their moms and dads.

If I was offered a child who had been illegally torn from their home I would try to find their parents. I would try to send them home where they belonged.
