These things aren't in opposition. You can have a safety net that guarantees some basic human comfort and a system where merit is rewarded. In fact, safety nets actively improve the ability of people with merit to rise by decreasing the consequences for those who try and fail.

Oh, I think I see your confusion. We have a lack of access to walls and roofs, not beds specifically. That’s why people die if exposure every winter, not the lack of beds.
