Our current system has neither meritocracy nor a safety net ensuring a floor on how far people can fall. A good system would have both, and they'd each reinforce one another.
These things aren't in opposition. You can have a safety net that guarantees some basic human comfort and a system where merit is rewarded. In fact, safety nets actively improve the ability of people with merit to rise by decreasing the consequences for those who try and fail.
