I always thought, what if the police just joined the protest? Wouldn’t it be clear who the rioters are vs real protesters at that point?

They absolutely *don't* want that distinction to be clear. They rely on white people pearl-clutching over "rioters" to protect them by diverting outrage away from their brutality and onto the people they brutalize.
