I think EVERYONE overrides the proofreader on those. Also: if the speaker in a last-on-a-page caption speaks first on the following page, I don't let them add close-quotes. I am a house style rebel.

This is #1 on my list for the next round of style-guide revisions, yeah. That said, the "what to do with quote captions" conversation probably won't end without blood on the ground and corpses in the gutters

You say that, but you know it's the writers who care about these issues and not the artists. Though most of our creators do like to draw blood and corpses, so I guess it's still an option.
