But if they capped on how much money they were "allowed" to have then how would the money be taken out of their pockets and distributed? They'd have to get used to taxes, but garnishing wages just feels like the wrong incentive here. They'd probably just move somewhere else

You're right. Which is why I said humanity, and not "the US". For clarity, properly taxing the rich is a better plan, as it is more achievable. But to your point, they'd just find a tax haven somewhere else. Our priorities shouldn't be bullied down by hypotheticals.
