You got it backwards. Poverty leads to crime and places where poverty are reduced (by government aid and pro worker laws) see a reduction in crime also

The data on that is the opposite of your claim. Areas with high poverty do not all have high crime. Areas with high crime are all impoverished.

crime can compound the problem, sure, but the solution isn't cracking down on crime. the us has the highest documented incarceration rate in the world and it doesn't seem to do much good. the solution is social programs, education and community.
