If you already own the iPad version, the iPhone version should be free but it's not showing up that way. I'm asking Apple about this now.

Mystery solved. If you already own the iPad version, the iPhone version will still show a price. Play along with Apple's jest here and pretend to buy it. A popup will end the ruse and notify that it's free b/c you already own it.

Is it? I checked all the countries I could. China's not possible and for South Korea I'm working on a required GRAC rating. Everywhere else should be available now or very soon.

No, it definitely shouldn't. It's the same exact app id. Are you sure you're on the same account that has the iPad version?
