I'll add here: I think the questions of "Does this game fit with Steam's current content policy?" and "What should Steam's policy be on sexual content?" and "What should Steam's policy be on extreme content?" are three entirely different, but important questions.

The thing is, I would completely understand why Steam might not want the Taimanin Asagi series on their storefront; it's... extreme, to say the least. But the lack of clarity as to what's okay and what isn't makes this frustrating on so many levels.

I feel like this keeps happening because Valve doesn't have a proper hierarchy so when someone who works there feels a game doesn't belong on the store they can just pull it

I believe that is literally, precisely why. I want to say they said as much, last time it happened? I kinda feel for Valve, because they desperately need to fix that, but I don't think they have anyone on staff actually empowered to do it :3

This happened with Hatred. And I would agree there does not appear to be a hierarchy. Someone didn't like Hatred and pulled it from the store. Gabe Newell personally oversaw returning it to the Steam store.

The Hatred comparison is a tough one to make because while I agree the issues surrounding their removal are the same, I was hoping Hatred's removal would inspire a more clear content policy as to what about that content was not permitted. "Trolling" doesn't really say anything
