Lot of thoughts in response, but a quickie: buildings policy has to set & endorce standards NOT rely on incentives to work. Voluntary measures won’t work. Even Inslee’s plan didn’t include & it’s a big hole of non-unity. LAW to compel action like NYC’s path-breaking law is needed

The Feds should set minimum standards that reach climate metrics and maximize good, union jobs. Alternatively, it could require states/localities to set and enforce requirements that reach minimum metrics. Voluntary programs won’t work at scale.

Yes, but, here's the real problem. Republicans don't care enough to do much, given that they insist that there is no problem (all climate evidence to the contrary). Democrats want all problems solved as long as it doesn't involve learning what that entails.

I saw carbon pricing suck the oxygen out of everything else for years. It pushed out valuable work I was doing on smart grid at a group you and I know well. I am glad to see you noting how it is pushed to the side. Active public policies, rather than neoliberal garbage. Yes.
