do you guys know what a meme format is? making a joke about a topic isn't a meme, that's still a joke. do you guys hear someone say "knock knock" and say "wow, THAT meme?" a key facet of a meme is imitation with variation, that's generally why you call them formats
you could say something like the trollface or doge is emblematic of that (they propagated via imitation). do i need to write an essay on memetics to get redditors to stop telling me that coronavirus being used in jokes doesn't make it a meme

i must clarify that the existence of a subject being joked about is not in itself a meme. this definition refers specifically to formats of a meme, so emphasis on the "an image, video, piece of text"
