is she not specifically referring to the all-office development part of cuomo's original plan? i think it's fine to cut down on new office building heights when we already have a huge glut due to WFH.
i dont disagree for the present moment but that's short term--land use regulations of this nature will persist for decades and will only have a negative impact in the long run IMO
