      I said private use. The food carts do pay fees to be in central park, not a new concept

      Walking in the park doesn't come close to imposing the same massive externalities that driving private cars in Manhattan does.       Like I might be willing to agree with you if walking in the park caused gridlock congestion, lethal accidents, and toxic pollution but the fact is that it doesn't so taxing that kind of private activity makes no sense. There is no "hidden cost" to recover like there is with cars
