No, you can’t propagate blocks fast enough so the miner has a huge advantage in finding the next block

Doesn't this race disappear with proof of stake in Eth2? In PoS, no one is hashing to solve for the next block. Wouldn't ETH 2 then be able to include (for example) a 10x gas limit increase per block?
