Honestly if the antitrust people wanted to do a solid to the tech industry they'd try to foster an environment that turns @mediocrequant's thought experiment into reality.
An honest, listed, deep market in compute could do wonders to reorganize how compute is delivered.
Listed prices wouldnt accurately reflect the market though, the largest consumers of cloud compute (who would presumably be the participants in a futures market) already get long term deals with special pricing and negotiate bilaterally with the major providers
