can a bank count things that aren’t money on its balance sheet. Like if I deposited a bunch of gold into a bank, could it lend against that?

yeah you can generalize it to can <financial institution> hold <non-cash asset> to meet requirements for using leverage, and the answer will vary based off those inputs and situation but generally, to some degree, in many cases the answer is yes
