The truth is that chip manufacturing is mostly boring commodity stuff now, the real innovation is further up the stack.
Paradoxically this is why they need to be a subsidy sponge, every chip designer wants to go fabless and have thicc 
profit margins but at the end of the day someone needs to build the chips, the supply chain is impt enough to be a national security priority
