addiction aside they're (relatively) non-essential vs. people being priced out of housing close to work being punished for not being able to afford rent near their San Francisco starbucks job or whatever.
Probably will get some hate from this but Pete actually has the right idea here. Cig and alcohol taxes are also regressive but that doesn't mean they're not good for society. If you're doing a dividend to help those people then it gets kind of weird because the idea with a carbon tax and dividend is to reduce the carbon emissions vs. this is to pay for infrastructure so it's kind of odd
