why hasn’t anyone suggested simply banning retail trading?

it's very killer because they let a good crisis go to waste by letting vcs fund their margin call instead of nationalizing it then and there
Should nationalize equinix and ICE and only have one equities exchange where everyone has to trade on a single lit exchange

I think this is the semi-troll, semi-serious Matt Levine solution and additionally it's just a 5 minute window to trade, we absorb info and then go back at it <x> time later
