No but if these people could afford the equivalent home in SF (call it 2.5x price) they wouldn't leave. Assuming these people face a budget constraint and this is the way to get the >4bd 3ba + yard. But the prop13 math likely evades them.

Certainly in the top 3 for most negative externalities, it has made almost every quality of life measure in CA get worse since the late 70s
