Actually, there is some good evidence that shows getting rid of earmarks way increased lobbying/illegal spending and has probably helped partisan gridlock a lot

I have to dig through the public policy folder I have but no made gridlock better! Basically, without earmarks to help marshal marginal votes, a lack of earmarks collapse your reason to do anything as whether it helps you in the party or not

Ahh yeah that's what I meant by grease! I know the earmark process was a big aspect of horse trading to incentivize participation in legislation, good to see it come back imo
