The take away from the San Francisco study really seems to be that landlords are just going to find loopholes and new ways to suck

It doesn't seem like rent control itself is the issue, so much as rent control that only applies to some buildings and isn't accompanied by other policies that restrict landlord/property management companies from being shitty?

in both NYC and SF the problem is that we basically stopped building new housing after 1960 and made it more difficult and more expensive to build since then. NIMBY rhetoric of "Manhattanization" and historic preservation turned both places into de facto gated communities
