If americans stopped smoking we would save a lot of money
Thanks to the tobacco master settlement a lot of state budgets actually rely on americans smoking more cigarettes, not fewer. Tobacco bonds which securitize the revenue streams from the master settlement are just under 1/3 of the entire muni bond market

i can't imagine that tobacco bonds can make up for the medicare costs of smokers

The whole point of the master settlement was that it offset increased state Medicaid costs from smoking. The lawsuits they settled were Medicaid lawsuits brought by state attorneys general But many states securitized the payments because they wanted the cash right away
