IMO it will make tech engineering more like banking engineering, where a small eng contingent is kept stateside for high value projects while all the "keeping the lights on"/back office type of tech work is outsourced or otherwise cost-cut

The X factor is whether FBs move causes other companies cut eng headcount in the bay--once one company actualizes the cost savings it will be difficult for other CEOs to justify why they're not also cutting costs.
