Just a guess here but: probably from discretionary funds that were previously appropriated to HHS? That way it falls under the category of executive discretion

It's either that or the CMMI funds themselves which can be used for whatever so long as they meet their pilot guardrails. Still it's wild (but really good!) That the government is willing to cut you a check to assist with being a kidney donor
