Like a tent encampment? I think at a minimum, a jail or other facility has medical care, food and water, and while not pleasant, is honestly likely far safer and more hygienic than they’re likely to find on the streets, COVID19 or not.

I know Chesa wants to empty the jails on principle, but using a pandemic as cover is deceitful and foolhardy.
