Because police don't bother to arrest anymore. Ask the citizens if they feel that crime has dropped.

i’m a citizen. i definitely don’t think the answer right now is for cops to be out arresting more people. are u insane? we’re in a pandemic and half of the cops i see aren’t wearing masks. it’s impossible to socially distance in prison.
